Selling single-use medical consumables into a new market is rarely blocked by the product itself — it is blocked by paperwork. Each regulator has its own classification system, its own registration pathway, and its own rules about who may legally hold a registration in-country. This hub page summarizes the medical device registration requirements by country that matter most to importers and distributors of anesthesia, puncture, and procedure-pack products, and links to our twelve detailed country guides.
Zhenjiang Gaoguan Medical Appliances Co., Ltd has manufactured single-use medical devices for 20 years, is ISO 13485 certified, supplies CE-marked products, and exports to more than 30 countries. The guides below reflect the questions our distributors ask us most often before entering a market.
Why Registration Pathways Differ So Much
There is no single global medical device register. Every market decides three things independently:
- Classification: how the device is risk-graded (EU uses I/IIa/IIb/III; Brazil uses I–IV; Vietnam, Saudi Arabia and India use A–D).
- Who may register: the foreign manufacturer directly, a local authorized representative, or a local registration holder.
- What evidence is accepted: some regulators accept reference-country approvals (CE, US FDA) to accelerate review; others require full local dossiers.
For a distributor, this means the same epidural kit may need a local registration holder in Brazil, an authorized representative in Saudi Arabia, and nothing more than an import license in another market. Our country guides spell out each case.
Registration Pathways Compared
| Pathway | How it works | Typical markets | Best for |
|---|---|---|---|
| Manufacturer self-registration (via EU/UK authorized representative where required) | Foreign manufacturer appears on the certificate; distributor imports under it | EU (MDR), UK | Distributors who want flexibility to sell to any buyer |
| Local authorized representative (AR) | AR named in the dossier holds regulatory duties; manufacturer keeps ownership | Saudi Arabia (SFDA), UAE | Markets where an AR is mandatory |
| Local registration holder (BRH / licensed importer) | In-country entity legally holds the registration; transfer requires regulator approval | Brazil (ANVISA), Russia (EAC/EAEU), Indonesia, India, Vietnam, Thailand | Markets where local holding is mandatory |
| Registration-free or notification sales | Low-risk devices sold with listing/notification only | Parts of Latin America and Asia for Class I / low-risk items | Fast market testing of low-risk consumables |
Class thresholds decide which pathway applies — which is why every country guide below opens with the classification table.
Export Documents Gaoguan Provides
Registration dossiers almost always ask for the same manufacturer-side documents. As the producing factory, we supply:
- ISO 13485 certificate — quality management system evidence, accepted in nearly all markets.
- CE certificate / Declaration of Conformity — for MDR-relevant products, plus EU technical file access under NDA for notified-body routes.
- Free Sale Certificate (FSC) — issued or authenticated per Chinese regulations; required by many Latin American, Middle Eastern and African regulators. (current timelines and official fees confirmed at inquiry)
- Sterilization validation and biocompatibility test reports — EO or gamma sterilization records per batch, ISO 10993-1 summary testing for skin-contacting needles and packs.
- Bench test reports — needle performance to ISO 7864 and tubing to ISO 9626, pack validation references for assembled kits.
- OEM/ODM labeling support — country-specific labels, languages, UDI or local coding where the pathway requires it, and legal-manufacturer wording for private-label registrations.
- Letters of authorization — naming your local agent, AR, or registration holder as required by the destination regulator.
Because we control production, these documents can be issued and kept consistent across registrations — a common failure point when trading companies cannot regenerate factory paperwork.
